Fourth session of the Meeting of the Parties to the Protocol on Pollutant Release and Transfer Registers

21 - 22 October 2021, including High-level Segment

The fourth session of the Meeting of the Parties to the Protocol on Pollutant Release and Transfer Registers (Protocol on PRTRs) will take place in Palais des Nations, Geneva from 21 to 22 October 2021.

The event will provide a platform for Parties, Signatories, international organizations, civil society and other stakeholders to discuss achievements and challenges in promoting a wide range of topics relevant to the Protocol on PRTRs. At the session, the Parties are also expected to agree on a number of decisions to guide their implementation in the next intersessional period and discuss global promotion of the Protocol.

It will be held back to back with the seventh session of the Meeting of the Parties to the Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters (Aarhus Convention) (18-20 October 2021).

The two upcoming sessions will feature a joint High-level Segment on 21 October 2021 where delegations will focus on the role of the Aarhus Convention and its Protocol in furthering sustainable infrastructure and spatial planning.

Provisional Organisation of work

The fourth session will start on Thursday, 21 October 2021, at 10 a.m. Geneva time and will finish on Friday, 22 October 2021, at 6 p.m. Geneva time

The session will include:
- High-level Segment (21 October 2021) to be jointly organized with the Meeting of the Parties to the Aarhus Convention
- General Segment (22 October 2021)

All sessions will be held in a hybrid format (combining on-site and remote participation). The secretariat will provide delegates in due course with information on the technical arrangements for the remote participation in the meeting. Simultaneous interpretation in English, French, and Russian will be provided during all formal sessions.

All sessions, except for a joint High-level Segment, will be organised in the format of a plenary. To allow as many speakers as possible for every agenda item, interventions from the floor should last not more than 3 minutes.

Pursuant to Rule 27 of the Rules of Procedure, and in order to facilitate meeting proceedings, delegations willing to take the floor are requested to subscribe to the Speaker’s list by submitting the below information without any delay by 30 September 2021 to the secretariat at aarhus.prtr-mops[at]un.org (indicating in the subject line “MoPP-4 statements”):
•    to specify the name of the expected speaker
•    to specify under what agenda item(s) the speaker is willing to intervene and
•    to provide the secretariat with the text of the statement(s). Please let the secretariat know if you wish to make your statement publicly available prior to the meeting. Otherwise, the statements will not be made publicly available and will be shared with interpreters only.

Credentials

The credentials of all representatives of the Parties to the Protocol on PRTRs and the names of a head of delegation, alternative representatives and advisers shall be submitted to the UNECE secretariat. Notification of any subsequent change in the composition of the delegation shall also be submitted to the secretariat.

Parties are strongly encouraged to include at least one representative of the Parties’ Permanent Missions to the United Nations Office at Geneva in their credentials.

Credentials, which are normally issued either by the Head of State or Government or by the Minister for Foreign Affairs or any other person duly empowered in accordance with domestic legislation to do so, should indicate the composition of the delegation, including the Head of delegation, and should state that the respective delegation is empowered to participate in the meeting, including its High-level Segment, and to take decisions on behalf of the respective Government, following the applicable rules of procedure. Credentials should contain respective handwritten signature(s) and an official letterhead. To facilitate the preparation of the letter of credentials, a sample letter is available in English, French and Russian).  

To facilitate the procedure of verification of credentials, Parties to the Protocol are strongly encouraged to submit  the scanned copy of their credentials to the Protocol on PRTRs secretariat (aarhus.prtr-mops[at]un.org, indicating in the subject line “MoPP-4 credentials”) by 30 September 2021.

Parties to the Protocol on PRTRs are also strongly encouraged to send the originals of credentials to their Permanent Missions to the United Nations Office at Geneva prior to the session.

The originals of credentials can be handled to the secretariat at the Palais des Nations, Building H, 3rd floor, office  362, on:

5 October 2021, 9 a.m.- 1 p.m.
12 October 2021, 9 a.m.- 1 p.m.

Note that the post address of the secretariat has changed. If you decide to send credentials by registered post, please contact the secretariat before sending the originals in order to verify the postal address.

If the above was not done, those Parties that submitted a copy of their credentials should present the originals to the secretariat before the seventh session of the Meeting of the Parties, as soon as possible and without any delay on arrival to the meeting room.

In order to minimize the negative environmental impact of the meetings, the following policy regarding distribution of the documents will be applied during the fourth session of the Meeting of the Parties to the Protocol on PRTRs (General Segment and the Joint High-Level Segment).

To facilitate the paperless nature of the meetings, participants are requested to ensure the following:

- Each participant should bring a laptop containing basic applications, including Microsoft Office Word, Excel and PowerPoint, Adobe Acrobat Reader and updated antivirus software.

- Laptops should be pre-checked for viruses and confirmed as virus-free prior to arrival at the meetings. Virus free laptops are crucial to the success of a paperless meeting.

- Laptops should be configured for a standard wireless (Wi-Fi) connection. If in doubt, please check with your local information technology expert.

- Participants should bring an appropriate adaptor to enable laptops to be connected to power sockets in Switzerland (electrical power plugs and sockets are unique to Switzerland within the UNECE region (type J, three-pin, 230 V, 50 Hz), and respectively require an adaptor, though slim two-pin plugs (type C) will fit).

- When completing the registration form of the meetings, participants should include their proper e-mail address, so that they can receive correspondence relating to the meetings.

- If you would like to bring a publication or other printed material to the attention of the delegates, please bring their “display copy” only. Please contact the secretariat ( aarhus.prtr-mops[at]un.org ) to receive further guidance on their placement.

Kindly note that the Working Group of the Parties at its eighth meeting considered and approved a number of documents for their submission to the fourth session.

In-session documents will be revised in track changes at meetings and projected live on screen.

The revised documents will be uploaded to this webpage (tab in-session documents) as soon as they become available.

Statements and comments

Those delegations that wish to distribute hard copies of their statements are required to provide the UNECE secretariat with a copy prior to their distribution for further guidance.

Final text of statements delivered at the sessions will be uploaded to this web page after the meeting.

Background reports and documents (Category II pre-session documents)

These documents are reports on implementation and compliance and other background documents, prepared by the secretariat or subsidiary bodies of the Protocol to provide a basis for discussion. These documents will be translated where feasible and reproduced by the Conference Service of United Nations Office at Geneva (UNOG) prior to the meeting.  

The original versions of the national implementation reports (as submitted by the Parties to the secretariat) and any additional versions of the reports provided in the national language or languages, where these were provided in languages other than English, French or Russian, can be accessed from the online reporting tool.
