EMEP Protocol

The 1984 Geneva Protocol on Long-term Financing of the Cooperative Programme for Monitoring and Evaluation of the Long-range Transmission of Air Pollutants in Europe (EMEP)

The Executive Body adopted the Protocol on the Long-term Financing of the Co-operative Programme for Monitoring and Evaluation of the Long-range Transmission of Air Pollutants in Europe (EMEP) in Geneva, Switzerland, on 28 September 1984.

The Protocol establishes an international cost-sharing mechanism for EMEP, a monitoring program that serves as the backbone for reviewing and assessing air pollution in Europe. EMEP comprises three main components:

  • Collection of emission data for sulphur dioxide (SO₂), nitrogen oxides (NOₓ), volatile organic compounds (VOCs), and other air pollutants.
  • Measurement of air and precipitation quality, providing essential data on pollution levels.
  • Modeling of atmospheric dispersion, which tracks the transport and deposition of pollutants.

Today, more than 200 monitoring stations across 40 UNECE countries participate in the program, underscoring its central role in combating transboundary air pollution.
