The training workshop on practical application of strategic environmental assessment (SEA) in Ukraine is organized by the Ministry of Ecology and Natural Resources of Ukraine in cooperation with the United Nations Economic Commission for Europe (UNECE) within the framework of the EU-funded Programme 'Greening the Economies in the Eastern Neighborhood' (EaP GREEN). The logistical support is provided by the NGOs.
The two-day workshop will gather up to 35 participants and is targeted at the representatives of the central authorities (ministries) responsible for sectoral planning and regional (oblast) environmental and health authorities from 10 oblasts of Ukraine, i.e., Zhytomyrska, Kyivska, Luhanska, Odeska, Rivnenska, Sumska, Ternopilska, Khersonska, Cherkaska and Chernihivska Oblasts (where the preparation of various strategic initiatives is planned to be initiated in the close future).
The objectives of the workshop are:
- To raise awareness and build capacities of the central planning authorities and regional environmental and health authorities from 10 oblasts of Ukraine on the SEA process under the Protocol on SEA to the Convention of Environmental Impact Assessment in a Transboundary Context (Espoo Convention);
- To discuss the content of the draft SEA Guidelines for Ukraine prepared within the framework of EaP GREEN and to gather feedback on its feasibility within the national context; and
- To enhance the capacities of the central planning authorities and regional environmental and health authorities from 10 oblasts of Ukraine to organize and manage the SEA process as per the Protocol on SEA, the draft Law of Ukraine on SEA and the draft SEA Guidelines.
Thus, as a result of the workshop, the participants will get familiar with:
- the SEA procedure as required by the Protocol on SEA and draft Law of Ukraine on SEA;
- the roles and responsibilities envisioned by the Protocol on SEA and recommended by the SEA Guidelines following the best international practice;
- selected methodological aspects of SEA; and
- selected practical aspects (how to prepare a Terms of Reference for SEA, how to organize/conduct the SEA scoping procedure, what to include in the SEA scoping report, and so forth).
During the workshop, the participants will be invited to discuss the draft SEA Guidelines for Ukraine and thus contribute to its improvement.
The workshop will be delivered by the international and national consultants to the UNECE, experts from the Ministry of Ecology and Natural Resources of Ukraine, national environmental experts from PLEDDG's, and Law-Making and Information Technologies Institute NGO (Ukraine).
