UNECE is an implementing partner in the UN Development Account project “Global Initiative towards post-Covid-19 resurgence of the MSME sector” led by UNCTAD and UN ESCWA. The overall goal of the project is to strengthen the capacity and resilience of micro-, small and medium enterprises (MSMEs) in developing countries and economies in transition to mitigate the economic and social impact of the global COVID-19 crisis. In the framework of the project, the Sustainable Energy Division focuses on developing Guidelines and Best Practices for MSMEs to assure resiliency and progress towards a circular economy in sustainable resource management and critical raw material supply chain solutions and Guidelines and Best Practices for MSMEs in delivering energy efficient products and in providing renewable energy equipment. The reports will be used to develop an online training course and customize their findings for several pilot countries in the UNECE region.

The study contains an analysis of the environment the clean energy MSMEs face as a result of the Covid-19 crisis. It presents examples of best practices in the energy efficiency sector and in the area of renewable energy relevant for MSMEs response to the Covid-19 crisis and post-crisis recovery, as well as case studies on practical measures for MSMEs in getting access to markets, financing, and advanced technologies to MSMEs providing renewable energy equipment. The report provides Guidelines to MSMEs on access to financing, markets, and advanced technologies and recommendations to Governments for developing policy guidelines and establishing financial incentives schemes.

Guidelines and best practices for MSMEs to assure resiliency and progress towards a circular economy in sustainable resource management and critical raw material supply chain solutions
COVID-19 has placed critical raw material supply chains under severe pressure, yet opens opportunities which could be filled in by micro-, small, and medium enterprises (MSMEs). Many of the opportunities will also enable the MSMEs to make significant contributions in sustainable resource management, building resiliency and the progress towards the circular economy in the predicted economic recovery worldwide. However, the economic disruptions have also brought in new challenges, which require innovative solutions. Application of United Nations Framework Classification for Resources (UNFC) and United Nations Resource Management System (UNRMS) in sustainable resource management can be useful for MSMEs to build innovative business models and gain from the new avenues that are being opened. The study analyses opportunities and challenges for MSMEs involved in critical raw material supplies in response to COVID-19 pandemic and the post-pandemic economic recovery, focusing on: Critical raw materials and security of supply; Application of UNFC and UNRMS; and Circular economy principles.
