Objectives: To strengthen existing health information systems in order to produce through enhanced civil registration more accurate and timely data on road traffic deaths. Two steps: 1) mapping of the existing data systems; 2) development of a plan of action with specific enhancements in the countries’ civil registration and vital statistics systems. In the long run, to increase engagement and collaboration among different stakeholders and ministries (including health, transport and interior.
Main activities:
•       Country consultations to identify missing or weak elements in the current system
•       Two national stakeholder capacity-building workshops in each country
•       Provision of technical support to selected ministries and governmental officials

EGYPT AND PAKISTAN

Objectives: Building on existing efforts by the national governments, to identify legislative gaps in the five road-safety related pillars areas, and to facilitate a multi-stakeholder dialogue for the development of a more comprehensive legal framework in the field of road safety.
Main activities:
•       In-depth institutional and legal assessment in each country and sharing of the findings during high-level meetings and technical planning meetings with multiple stakeholders
•       Review of the draft amendments to laws and regulations
•       Support to the government in adopting a legislative and regulatory framework and development of policy papers and other technical documents

Objectives: To provide technical support to the city officials in their ongoing efforts to upgrade over the coming budget year more than 50 km of footpaths and introduce new bicycle lanes; to build on the government’s ongoing focus to better design and implement policies and make investment decisions that prioritize the needs of pedestrians and cyclists.
Main activities:
•       Wide dissemination of the National Design Manual developed by the Ministry of Urban Development (at least in 6 cities)
•       5 workshops and Open Street Days organized with multi-stakeholder engagement
•       Establishment of an interactive web platform for most-up-to-date design standards
•       Support to Addis Ababa in developing a clear formal process for design review
•       Provision of design review assistance in at least 3 city governments

PHILIPPINES

Objectives: To contribute to reductions in speed-related road crashes and their severity levels by improving road user behavior through a best practice speed enforcement training via “train the trainer”; enhance the capacity of a core group of national-level police who will further train the Local Transportation Offices at the district level.
Main activities:
•       Development and delivery of a “train the trainer” workshop to 120 Local Transportation Office trainees at the district level
•       A national stakeholders’ workshop
•       A set of recommendations to institutionalize the speed enforcement training for relevant staff and the Local Transportation Office and local government units

Objectives: To develop capacity in child-responsive urban planning, with a particular focus on developing and improving transportation systems. The three beneficiary countries are situated in different regions, which shows the potential of replication of this project. The project targets both student urban and transportation planners, playing a key role in the planning, construction and management of safe roads.

•       Capacity development, including the course material for 2 capacity development modules and the delivery of a training of trainer session

Objectives: The project will substantially improve behaviors of drivers to drive safely on roads through effective training and testing in the process of licensing and ensure competency of drivers in issuance of driving licenses. It will significantly contribute to reduction of reckless driving and aims to help save lives of youth in particular.
Main activities:
•       Capacity development: training on improving safety awareness and knowledge of driving trainers and testing officers
•       Preparation of improved curriculum and trainings materials for driving schools as well as testing requirements and process for authorities

Objectives: The project aims to significantly reduce traffic fatalities and injuries in Tanzania and beyond by building the institutional capacity to improve infrastructure safety (management, UN legal instruments, road safety audits and assessments, investment, design standards, upgrades and monitoring) and to embed skills as part of the Regional Centre of Excellence for Road Safety.

ZAMBIA

Objectives: The project aims at supporting the implementation of the National “Non-motorized Transport” (NMT) Strategy to improve road safety for all NMT users including pedestrians (including wheelchair and public transport users) and cyclists, in order to reduce fatalities and disabilities. The project is expected to reduce the number of pedestrian and bicycle user accidents in Lusaka by 66% by March 2023, saving a projected 600 lives and preventing 1,500 injuries over three years.

Objectives: This project aims to contribute to decreasing road traffic deaths and injuries by means of technical assistance to support and to strengthen ongoing road traffic enforcement activities and enhancing the capacity of a core group of traffic officers at the state level.

CAMEROON, COTE D'IVOIRE, TUNISIA, UGANDA AND DEMOCRATIC REPUBLIC OF CONGO

 

UNEP in partnership with UNECE, UNECA, WHO, Fédération Internationale d’Automobile (FIA), International Motor Vehicles Inspection Committee (CITA) and International Transport Forum (ITF), FIA Foundation, European Union, Japan and US, Exporting countries – governments and companies, African countries
Duration: 30 months

Objectives: The project will put in place requirements to ensure that Africa will only receive quality used vehicles, which will have major road safety benefits, for both car drivers and other road users, and co-benefits on the environment and economy.
Main activities:
•       Developing an Action Plan with Used Vehicles Requirements for Africa, based on the recommendations of working groups for importing and exporting countries and consultations meetings between exporters and importers. The Action Plan will include an agreement on minimum standards for used vehicles for Africa.
•       Implementation of the Action Plan and agreed standards. This will include meetings with African countries, regional groups, and exporting countries and providing support to develop sub-regional and national policies, standards and regulations for the import and export of used vehicles to Africa.
•       Enforcement of the action plan and agreed standards, which will include sharing of information between exporting and importing countries, technical support on inspection and enforcement, the monitoring of frameworks and systems, the support of the implementation of compliance systems, including trainings and the random inspections at export. A working group will also be established to develop a used vehicles label or certificate.
•       Training, information and communication: to support the above steps of developing and implementing standards, the project will create awareness among stakeholders about the issues and promote a harmonized approach. This will include (sub)regional and national communication campaigns. The project will also develop a website and social media platforms; develop capacity building, knowledge and training materials; and organize training workshops for officials and decisions makers on policy development and implementation and enforcement.

Objectives: To strengthen the capacity of Uganda in data collection, analysis and research for evidence-based intervention, as well building capacity in monitoring and evaluation
Main activities:
•       Training of Ugandan Police on crash data collection;

•       Training on road safety research undertaken for Uganda Police, Uganda National Road Safety Council; and Uganda Road Accident Reduction Network Organisation (URRENO);

Objectives: Increase the seat belt and other restraints use in Jordan to ultimately reduce road deaths and injuries by bridging the gaps in areas of related regulatory framework in Jordan.
Main activities:
•       Design a comprehensive restraint law that includes rear seat occupants
•       Design a ready-to-implement “blueprint” for the introduction of the new comprehensive restraint regulatory framework and its enforcement including related public campaigns 
•       Evaluate the new law through monitoring the implementation in the field

 

 

 

AZERBAIJAN

WHO in partnership with UNDP, National Parliament, Ministries of Internal Affairs and Health, Azerbaijan Medical University and the State Agency for Mandatory Health Insurance

Objectives: The objective of the project is to support the government of Azerbaijan in developing a model for an operational emergency management system for providing timely and effective post-crash care to victims of road traffic injury.

The proposed project aims to enhance specific capacities in Azerbaijan to improve the implementation of the actions proposed in global normative documents.

Main activities:

- in-depth situational analysis in terms of the legislative environment and the post-crash response structure/system + organizing national stakeholder meetings to share the analysis report on the project progress

- creation of a technical advisory group (TAG) and task force on road safety to be supported by international experts

- organizing an advocacy meeting within the National Parliament

- coordinating technical meetings, workshops for strengthening post-crash response

- developing a curriculum with the Azerbaijan Medical University for post-crash responders
- designing and implementing public communication to raise public awareness of road safety and project

- coordinating international knowledge dissemination for the CIS countries, including the report of the project methodology and results

ARGENTINA

UNECLAC in partnership with Redux Council

Objectives: The objective of this multisectoral project is to introduce a speed management programme with pilot projects to reduce the fatalities and seriously injured due to speed in urban and rural roads in Argentina that can be scaled up with the results of the project to other cities of Latin America.
Main activities:
•       Managing and expanding pilot projects on road safety
•       Promoting speed control projects on passenger and cargo fleets
•       Encourage the involvement of different stakeholders in public and private sector, NGOs and victims’ associations to gaining support for speed reduction actions
 

TUNISIA

UNESCWA in partnership with National Union Chamber of Driving Schools

Objectives: The project aims to change the behavior of motorcycle users towards a better perception and understanding of the highway code. The project initially targets three pilot Tunisian Governorates as part of a progressive approach that can be extended to the national level. It also targets vulnerable populations such as youth and rural women workers.
Main activities:
•       Building an appropriate and applicable legal framework to support the public authorities in enforcing the law based on studies, workshops, an action plan and communication
•       Training and sensitization of users of motorcycles on relevant regulations based on studies, development of an action plan, creation of a web application for road security and coordination of an international network on road safety
•       Designing a local road protection strategy and a relevant budget through workshops with officials and civil society, a study for local strategy and the implementation of an action plan on road protection
