Strategic Environmental Assessment as a tool for greening economy and the role of sectoral authorities

Experience and lessons learned from the SEA pilot project for the Master Plan of the Orhei Town in the Republic of Moldova

The meeting was organized by the Ministry of Environment of the Republic of Moldova, together with the United Nations Economic Commission for Europe (UNECE) within the framework of the European Union (EU) funded Programme "Greening Economies in the Eastern Neighbourhood" (EaP-GREEN).

The high-level segment of the meeting took place in the morning of 17 June 2015. Its aim is to discuss the role of the sectoral and local authorities in the strategic environmental assessment (SEA) system, as well as key challenges for establishing national SEA systems in the Republic of Moldova and other beneficiary countries of the EaP GREEN Programme in Eastern Europe and the Caucasus.

This event was attended by ministers and  high-level officials of the Republic of Moldova responsible for economic and industrial development, energy, environment, transport, agriculture, tourism, mining, forestry, and health, as well as by high-level representatives of the European Commission (EU) and UNECE. Representatives  of civil society and international financial institutions will also participate. The invitation to take part in the meeting has also been extended to the national focal points for the EaP GREEN Programme representing the Ministries of Economy and the Ministries of Environment  of Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.

The second segment of the meeting, which took place in the afternoon, targeted mainly urban planners, local authorities and EaP GREEN national focal points of the Republic of Moldova and other participating EAP-Green countries. Participants increased their knowledge of SEA as a tool for improving sectoral planning and promoting sustainable development and discussed the role of different sectoral ministries and authorities in the SEA process. The Republic of Moldova shared its experience in drafting and promotion of the SEA legislation and implementation of the first ever pilot SEA for the Master Plan of the Orhei Town. Participants also learn about the experience and lessons learned from the practical application of the UNECE Protocol on SEA and the EU SEA Directive in various economic sectors gained by EU member countries.
