Within the framework of the EU-funded ”European Union for Environment” (EU4Environment) programme (2019 – 2022), UNECE is assisting Azerbaijan in reviewing and providing recommendations for the alignment of its draft secondary implementing legislation – the Draft Regulation on Environmental Impact Assessment (EIA), including transboundary EIA and the Draft Regulation on Strategic Environmental Assessment (SEA) – with the Convention on EIA in a Transboundary Context (Espoo Convention) and its Protocol on SEA. This virtual roundtable is organized by UNECE and the Ministry of Ecology and Natural Resources of Azerbaijan as a part of the process of developing secondary legislation on EIA and SEA in Azerbaijan. Together with the presentations of the draft regulations, results of the review, including concrete recommendations for how to align the secondary legislation on EIA and SEA fully, will form the basis for discussions at the roundtable.
Meeting objectives, expected outputs and outcomes
The objectives of the roundtable are to:
- present the results of the review and the recommendations regarding the new schemes for EIA and SEA to the relevant stakeholders and the public;
- introduce to the relevant stakeholders and the public the new schemes for EIA and SEA laid out in the draft regulations and the rationale for their introduction in light of the review and the recommendations;
- support finalization of the draft secondary regulations fully aligned with the Espoo Convention and its Protocol on SEA and harmonized with the EU SEA and EIA Directives.
Participants
The virtual roundtable will bring together approximately 40 representatives of the Ministry of Ecology and Natural Resources, the Ministry of Health, Ministry of Justice, Ministry of Foreign Affairs, Ministry of Economy, Ministry of Emergency Situations, Ministry of Energy, Ministry of Transport, Communication and High Technologies, Ministry of Agriculture, Parliament, State Tourism Agency, Azerbaijan City Planning and Architecture Committee, Azerbaijan Melioration and Water Irrigation JSC, SOCAR, British Petroleum and NGOs.
