PARTICIPATION AND REGISTRATION

Organization of the seventh session of the Meeting of the Parties to the Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters and the fourth session of the Meeting of the Parties to the Protocol on Pollutant Release and Transfer Registers are guided by the Rules of procedure of the Meetings of the Parties to the Convention  and the Protocol  respectively. In addition, operating procedures to facilitate the remote participation and decision-making in the meetings due to extraordinary circumstances have been prepared by the Bureaux (see documents ECE/MP.PP/2021/5 and ECE/MP.PRTR/2021/7)

The meetings will be organized in a hybrid format (combining on-site and remote participation). The remote participation will be enabled through an online platform supporting the interpretation in English, French and Russian.

Subject to the COVID-19- related restrictions  applicable at the time of the meeting, physical presence of Parties’ representatives is required to facilitate establishing a quorum for decision-making and a backup in case the connection is lost, and Party still wish to deliver a statement.

Representatives of Governments and stakeholders will be able to speak and listen remotely, provided that they ensure stable internet connection and provision of other required technical means (microphones, earphones etc) on their side.

The secretariat will provide you in due course with information on technical arrangements for the meetings.

To ensure that you receive all important correspondence about the meetings , and we can make the required practical and other arrangements on time, we urge you to register as early as possible, even if you hold UNOG entry ground pass.

Please note that there might not be feasible to accommodate in the meeting rooms or remotely all delegates which have submitted a request to attend the meetings due to a capacity of a room linked to COVID-19- related restrictions and/or  limitations of an online platform; in such case, the secretariat will notify you accordingly. Parties will receive priority for participation.

 

Registration in INDICO – general information

There will be a single registration for all meetings. UN Office at Geneva has a new system for online registration - INDICO. If you haven’t done so for a previous meeting, you are kindly requested to create a new meeting participant profile since the new database is not connected to the previous system. Please find here the guidelines for registering through INDICO.

We recommend using Firefox or Google chrome browser for the online meeting registration. In case of difficulties you may refer to the guidelines for registering through INDICO or contact the secretariat (aarhus.prtr-mops[at]un.org) directly.

When registering in INDICO, please make sure that you:
-    Upload your photo (jpg format)
-    Select participation type (in person or remotely)
-    Select if you need a visa
-    Select if financial support requested (for eligible participants only; see information per participants category)
-    Upload the nomination letter signed by the respective Minister or other head of the appropriate authority and contained a request for financial support as needed (for all governmental representatives)
-    Upload a copy of the passport (for those requesting financial support)
-    Provide brief relevant description of your organization (for NGOs and other stakeholders)
-    Inform if you need accessibility assistance   
-    Select carefully the meetings/sessions to be attended

Please ensure that you provide us with your contacts (e.g. post address, phone number, email address) which can be made publicly available through the list of participants.

Delegates are requested to modify registration any time after the registration is submitted in case of changes in their actual remote or onsite participation and other details provided in the registration form.

 

COVID 19: travel and onsite rules

Delegates are kindly requested to check COVID-19 related travel and on-site rules regularly.

Delegated are kindly required to check all requirements regarding medical and other relevant insurance prior to the travel.

Registration of representatives from Parties and other Governmental representatives

If there are no travel restrictions between your country and Switzerland, arrange the travel and attend the meeting in person. If a national focal point has health conditions or other reasons preventing from travel, nominate another representative to attend in person. If there are travel restrictions or another representative is also not able to attend, ensure participation of the representatives of the Permanent Missions to the United Nations Office at Geneva (see the Missions’ contacts: https://www.ungeneva.org/en/blue-book/missions/member-states). In addition, national focal points/other country representatives are requested to connect to the meeting virtually.

Overall, we kindly ask to keep in-person presence to two governmental delegate and one high-level official at a time in order to meet requirements for physical presence in a meeting room due to COVID-19- related restrictions. 

Limited funds are available to support participation of representatives from the countries with economies in transition and developing countries. Selected participants would be provided with the necessary information in due course.

Registration of the representatives from the Parties, Signatories, and other States is subject to the receipt by the UNECE secretariat of the completed online registration form together with the official nomination letter signed by the respective Minister or other head of the appropriate authority. The letter should indicate names and titles of the nominated representative(s) and, if relevant, a request for financial support for delegates participating in person. The nomination letter is required in addition to credentials.

Registration of the Convention and Protocol Compliance Committees members

Registration of the Convention and Protocol Compliance Committees members is subject to the receipt by the UNECE secretariat of the completed online registration form as soon as possible by 15 September 2021 through the following link https://indico.un.org/e/Aarhus_MoP7_PRTRs_MoPP4_JHLS_CC

The secretariat will liaise directly with the Convention and Protocol Compliance Committees members on the practical arrangements. 

Registration of representatives from Unites Nations specialized and related agencies, other intergovernmental organizations

Registration of representatives from non-governmental organizations

Registration of representatives from non-governments organizations is subject to the receipt by the UNECE secretariat  of the online registration form as soon as possible by 20 August  2021 through the following link https://indico.un.org/e/Aarhus_MoP7_PRTRs_MoPP4_JHLS_CC

Limited funds are available to support participation of representatives from NGOs. Selected participants would be provided the necessary information in due course.

Participation of non-governmental organizations (NGOs) is coordinated by the European ECO Forum (contact Frederik Hafen (frederik.hafen[at]eeb.org).

Registration of representatives from Aarhus Centres and other stakeholders

Registration of representatives from international financial institutions, Aarhus centres, regional environmental centres, judicial institutions, academia, business and industry, local authorities and parliamentarians and other stakeholders is subject to the receipt by the UNECE secretariat of the completed online registration form as soon as possible by 1 September 2021 through the following link https://indico.un.org/e/Aarhus_MoP7_PRTRs_MoPP4_JHLS_CC

Registration and presence of members of the public

Registration of the members of the public is subject to the receipt by the UNECE secretariat of the completed online registration form as soon as possible by 1 September 2021 through the following link

The attendance might be limited due to the availability of places in the meeting rooms or remote connections.
