General information

Who can attend a meeting?

The participation to the sessions is governed by Rule 1 of the Terms of Reference and Rules of procedure of WP.29 and its subsidiary bodies. The meetings are public in the meaning of the United Nations Conference Services. Contributions to meetings can be done by the representatives of member States and, in most of the cases, by accredited ECOSOC NGOs. (More information here and here)

Differences between informal documents and working document?

Official working documents are those documents submitted before the deadline (approx. 12 weeks before the meeting) to the UNECE secretariat. These documents are processed according to the UN rules (editing, formatting, translation etc.).

Informal documents can be submitted any time but are not processed nor distributed by the secretariat. Delegates may refuse to consider an informal document.

How to submit an official working document?

The author shall prepare proposals for a new (or amendments) to a regulation or rules following the provision set by the relevant Agreement (e.g. see para. 6 to the 1998 Agreement) as well as the guidelines for formatting documents

Decision process

Within a "GR" (GRB, GRE, GRPE, GRRF, GRSG, GRSP)

"GRs" develop proposals for new regulations, resolutions or rules or amendments on the basis of consensus. In case no consensus is reached, the Chair may consult WP.29 for guidance.

Depending on the provisions set by the relevant Agreements, proposals are submitted by the member States delegation(s) or in some cases by accredited NGOs for examination by the "GR". The "GR" may decide to reject the proposal, may comment the proposal and express the wish that the author(s) revise(s) his proposal taking into account comments received, or may (amend and) adopt the proposal to submit it to WP.29 and AC.1, AC.3 or AC.4 for consideration and vote at a given session. The "GR" may ask its Chair to consult WP.29 or may advice WP.29 to establish an informal working Group dealing with a specific issue.

Within WP.29

WP.29 makes decision on the basis of consensus. In case consensus is not reached and a decision is immediately needed, a vote with a simple majority is sufficient to make a decision.

Within AC.1 and AC.4

AC.1 adopts, postpones the adoption or rejects proposals for new UN Regulations of amendments to UN Regulations from the GRs. The majority is defined by the 1958 Agreement but usually AC.1 makes consensus decisions. Once AC.1 adopted a proposal, the UNSG notifies the CPs of this adoption. If no objection is raised in the 6 months following the notification, the adopted amendment enters into force. In case of objections, see the provisions of the Agreement for more details.

Within AC.3

AC.3 adopts, postpones the adoption or rejects proposals from the GRs. Decisions are based on consensus. If a GTR or its amendment is adopted by AC.3 it is immediately added to the Global Registry.
