В четвертом издании Синей книги содержится точная информация о Всемирном форуме для согласования правил в области транспортных средств (WP.29), обслуживаемом Отделом устойчивого транспорта ЕЭК: о его истории, его административных и правовых рамках в качестве руководства для пользователей и о трех соглашениях.
В ведении WP.29 находятся три основных международных соглашения Организации

蓝皮书第四版继续提供由欧洲经委会可持续运输司提供服务的世界车 辆法规协调论坛的准确信息，包括论坛历史、作为用户指南的行政和 法律框架，以及三项协定。
WP.29 管理联合国关于机动车辆的三项主要国际协定：1958 年和 1998 年关于新车认证管理的协定，包括性能要求，以及1997 年关于 在用车辆定期技术检验规则的协定。
蓝皮书还为各国加入这些协定提供了指导。

The United Nations Economic Commission for Europe has a long history of support for developing transport connections between Europe and Asia. The EATL project, Phase I (2002–2007), Phase II (2008–2012) and Phase III (2013–2017) made transport between Europe and Asia a reality.
