Making urban transport sustainable

Through its Transport, Health and Environment Pan-European Programme (THE PEP), UNECE, together with WHO Europe, supports the development of integrated policies to address transport, health and environment objectives in a holistic manner. This includes compiling good practices and providing tailored guidance on the development of national action plans.


Partnerships under THE PEP mobilize stakeholders to advance sustainable mobility:
  • The Partnership on Cycling Promotion shares good practices and supports the development of practical guidelines and tools. Negotiated under THE PEP, the first Pan-European Master Plan for Cycling Promotion will be launched at the Fifth High-level Meeting on Transport, Health and Environment in Austria in 2020.
  • Tools and guidance developed through the HEAT Partnership help to assess the economic value of the health impacts of regular walking or cycling.

UNECE provides a modelling tool for the development of transport policies aimed at minimizing CO2 emissions (ForFITS), as well as a data model enabling policy makers to improve road safety planning, including in an urban context, by evaluating the benefits of different policy options (SafeFITS).


UNECE support for new mobility schemes includes a project to develop urban mobility policy on car-sharing and car-pooling initiatives in Central Asia. This will provide countries in the region with best practice guidance on how to set up and regulate such schemes (including economic, environmental, safety, security and social implications), which will be tested through a series of pilot projects.
