Information on timetable of the 143rd session of the Working Party on Customs Questions affecting Transport (Geneva, 31 May - 3 June 2016)

In order to maximize the available time at the forthcoming WP.30 session, for the sake of efficient planning and aware of the complexity of issues related to draft Annex 10 of the International Convention on the Harmonization of Frontier Controls of Goods as well as the draft of the International Convention to Facilitate the Crossing of Frontiers for Passengers and Baggage carried by Rail, the secretariat proposes to dedicate Thursday 2 June 2016 to exclusively discussing these two items, viz agenda items 4 and 5 of the draft agenda.


Agenda item 4
Delegations are invited to prepare themselves to hold extensive discussions on the proposed new Annex 10 to the Harmonization Convention on seaports. In the absence of document ECE/TRANS/WP.30/2016/11, delegations are invited to come to the meeting well-prepared with comments, statements or any other type of contribution, so as to allow the Working Party to advance substantially in preparing the finalization of draft Annex 10. Delegations are encouraged to ensure that national representatives from relevant stakeholders also attend the session. As part of its discussions, the Working Party may also wish to provide guidance to the secretariat on a possible timeframe for convening the eleventh session of the Administrative Committee of the Harmonization Convention (AC.3).


Agenda item 5
Although the Working Party has indicated that further substantial discussions on a draft new Convention on the facilitation of border crossing procedures for passengers, luggage and load-luggage carried in international traffic by rail will only take place at its October 2016 session (see ECE/TRANS/WP.30/284, paras. 41-42), delegations are invited to hold extensive preliminary discussions on the scope and provisions of the new draft. Delegations are encouraged to ensure that national representatives from relevant stakeholders also attend the session.


In addition, in case any delegation has a specific issue with regard to the implementation of the TIR Convention at the national level that it wishes to share with the Working Party, delegations are invited to inform the secretariat (including underlying documentation) not later than by 30 April 2016.


The secretariat will circulate written contributions on any of the above topics in advance of the session.
