Summary
At its 2022 meeting, the Specialized Section discussed the issue of herbicide carry-over and decided that a position paper was necessary before considering whether to include a provision on this issue in the standard. At its 2023 meeting, the Specialized Section decided to postpone the review of the draft position paper to its 2024 meeting.
The Specialized Section is invited to discuss the draft position paper on herbicide carry-over.

The present report was submitted to the conference services for processing after the deadline as a result of consultations with the Member States.

This document contains the draft Inland Transport Committee (ITC) Strategy on Reducing Greenhouse Gas Emissions from Inland Transport, which was developed by the secretariat in close cooperation with the Committee’s subsidiary bodies and the ITC Bureau, in response to a request by the Committee at its eighty-fifth session (ECE/TRANS/328, para. 60(a)).

The draft integrates the contributions from the Committee’s subsidiary bodies. On 6 September 2023, a thematic discussion was held under the auspices of the Working Party on Transport Trends and Economics (WP.5), which gathered informal views by experts from member States, intergovernmental and non-governmental organizations. At the initiative of the Committee’s Chair, an informal online meeting was held on 11 September 2023, with the Chairs and Vice-Chairs of the Committee’s subsidiary bodies, to support information exchange and encourage the provision of contributions. The pre-zero draft was also shared with the United Nations Framework Convention on Climate Change (UNFCCC) for review and comments and was reviewed by the ITC Bureau. The zero draft was shared with Member States for comments, which have been incorporated in draft 1. The present draft was finalized following another round of consultation with Member States.

Economic overview

Despite sustained growth, economic disparities remain substantial
The Moldovan economy expanded over the last decade, growing at a compound growth rate of 2.9%. The important agricultural sector, which accounts for around 10% of GDP, has been a source of volatility. The COVID-19 crisis represented a severe setback from which it had already bounced back by the time the negative spillovers of the war in Ukraine hit the country, clouding economic prospects. Years of sustained growth have resulted in significant reductions in poverty. However, there is a large income and access to services gap between urban and rural areas. Remittances, accounting for around 15% of GDP, are critical to complement income and plug a persistently large trade deficit
