Regulatory and Procedural Barriers to Trade in Belarus

This study presents the findings of the first UNECE trade-needs-assessment study, which was carried out in the Republic of Belarus in 2010 and 2011. It was prepared by the UNECE Trade and Sustainable Land Management Division, drawing on two detailed assessments of regulatory and procedural barriers to trade that were conducted using the UNECE's evaluation methodology.  The implementation of this trade needs assessment in the Republic of Belarus was carried out in close consultation with the Belarusian government. For its implementation, the Government established a National Advisory Committee (NAC), which brought together representatives from all relevant ministries and public institutions under the leadership of the Belarusian Deputy Minister of Economy. A summary of the major findings of the needs assessment was presented to main stakeholders in Minsk in May 2011, and was discussed during the UNECE Committee on Trade session held in Geneva the following month.
