The United Nations Economic Commission for Europe and the Ministry of Natural Resources and Environmental Protection of Belarus and United Nations Development Programme organised a round-table discussion on legal implementation of the Convention on Environmental Impact Assessment (Espoo Convention) and its Protocol on Strategic Environmental Assessment (Protocol on SEA) in Belarus.
The aim of the event was to present the requirements of the Espoo Convention and its Protocol on SEA to national officials and experts and engage them in discussions about potential challenges in transposing those requirements into the national legislation.
Representatives of relevant Ministries, local authorities, members of Parliament as well as NGOs, the consultancy community and the private sector took part at the event and expressed their opinion on the draft amendments.
The event was held at the Centre for professional education for the high-level specialists of the Ministry (1st per Mendeleeva 50, building 50, Minsk) on 29 April 2015.
It was organised in the framework of the EU funded programme “Greening Economies in the Eastern Neighbourhood” (EaP GREEN) and the ENVSEC Project “Linking Environment and Security in Belarus”.
A bilateral meeting on 30 April 2015 followed the round-table between the Ministry and the UNECE consultants to prepare amendments to the Law on State Ecological Expertise. The adoption of the amendments will foster accession of the Republic of Belarus to the Protocol on SEA and facilitate harmonisation of the national legislative framework with the requirements of the EIA and SEA Directives.
