In several parts of the document 'energy' is regarded as an 'anthropogenic resource'. Usually that energy is heat, as for instance 'waste heat'. This includes comparatively large amounts of energy.
In other parts of the document the term 'energy carrier' is used and regarded as the resource, this means only the material and not the energy itself counts. It has to be clear if the document includes heat as a anthropogenic resource or not. If 'yes' this has consequences in many of the following parts following those definitions within the document.
