On 30 October 2003, the UNECE secretariat participated in a seminar, organized by the European Commission, aimed at improving the mutual understanding of how the TIR system should operate. The seminar put particular emphasis on the challenges and changes that will arise as a consequence of the enlargement of the European Union.

- The TIR Convention - Present and Future (United Nations Economic Commission for Europe)
- Sustainable Development of the TIR system (International Road Transport Union)
- The application of private/public partnerships in the context of TIR (UK national association, FTA)
- Current TIR controls and what candidate countries need to do in the future (German Customs)
- Changes/challenges required as a consequence of the enlargement (Polish national association, ZMPD)
- Preparedness of the Polish Customs administration to assume responsibility for control of the EU's external border (Polish Customs)
