Amendments to the TIR Convention came into force on 12 May 2002

The complete package of amendments adopted by the TIR Administrative Committee under Phase II of the TIR revision process has come into force on 12 May 2002. The relevant Depositary Notification has been issued by the Legal Office of the United Nations on 13 February 2002 and has the reference number C.N.123.2002.TREATIES-3. It is available in English and French on this web site.
Also no objections have been raised to the amendment proposals to Article 3 of the Convention. They will thus also come into force on 12 May 2002. The relevant Depositary Notification has been issued by the Legal Office of the United Nations on 19 February and has the reference number C.N.142.2002.TREATIES-1. It is available in English and French on this web site.
The purpose of these amendments to the TIR Convention, prepared by the UNECE Working Party on Customs Questions affecting Transport (WP.30), is to facilitate the application of the Convention at the national level. To this effect, the roles and responsibilities of the various parties involved in the TIR procedure have been clearly defined and specified. Furthermore, guidance has been provided on the required national administrative procedures ensuring an efficient functioning of the TIR procedures and, if required, a speedy recovery of Customs duties and taxes at risk form the person(s) directly liable (for example the holder of the TIR Carnet) or, if this turned out not to be possible, from the national guaranteeing associations.
With a view to discussing the application of the new amendments to the TIR Convention, a session of the TIR Contact Group has been held on 22 and 23 April 2002 in Athens. Detailed information on this session, including the presentations made, is available on this web site (TIR Contact Group).
