Svetlana Maslova is currently the Head of "Center for Public Private Partnership Studies” of the Graduate School of Management, St. Petersburg State University. She and her team endeavouring to develop and disseminate knowledge about the implementation and efficient management of PPP projects, as well as to provide a platform for interaction among public officials, business community and academics in the process of the implementation of PPP projects and, in particular, SDGs-focused PPP, by integrating the competences of academics and professional experts.
In 2004, S. Maslova defended her PhD thesis titled “The Principle of the Right to Development in the Modern International Law” at the Department of Law of the St. Petersburg State University. Currently, she has prepared a Doctoral thesis titled “Trends in the Legal Regulation of International and Cross-Border Relations in the field of Public-Private Partnerships”.
Svetlana Maslova has led 16 research projects and is the author of over 50 scientific publications. The main scientific works of S. Maslova are related to PPPs, in particular, “Lex PPPs as a Source of Regulation of Cross-Border Relations in the field of Public-Private Partnerships and the Role of International Organizations in the Formation of Lex PPPs” (2021), “Public-Private Partnership’s Transboundary Projects: Conceptual Features and Practical Aspects of Management” (2020), “PPP Development in Russia: Overview of Current Trends and Transport Case Studies” (2017), “The New Russian Law on PPP: Breakthrough or Throwback?” (2015), etc. Svetlana also published a book titled “Public Private Partnerships as a Means of Achieving Sustainable Development Goals: International Standards and National Legal Regulation” (2019).
Svetlana Maslova has had an abundant experience in the PPP project preparation. Being a Deputy Chairman of Legal Committee of the Government of Saint-Petersburg (2008-2015), she was closely involved in the preparation of St. Petersburg’s Pulkovo Airport PPP Project (2009), St. Petersburg’s Western High-Speed Diameter PPP Project (2012), Concession project in relation to Orlovski Tunnel under the Neva River-St. Petersburg (2010), et al. By special decree of the Ministry of Transport of the Russian Federation she has been awarded the Medal of the "For the Construction of Transport Facilities” (2017).
Svetlana Maslova is also a member of the Russian Association of International Law, and expert of the PPP National Platform “ROSINFRA”. Over the previous few years, she has been member of the UNECE Working Party on Public-Private Partnerships.
