Currently the Secretariat is delivering a capacity building programme for Belarus on “State science, technology and innovation policy and risk”, with the ultimate goal to improve entrepreneurial innovative initiatives and innovation in the country.
The Secretariat is also providing sub – regional capacity building on specific innovation policy issues relevant for a whole region or sub-region at the request of one of more member States. Sub- regional capacity building activities are designed for the Balkans, Central Asia and the Caucasus and Eastern Europe.
In the area of Capacity Building UNECE collaborates extensively with other international organizations and UN agencies such as the OECD, UNCTAD, UNDP and UNESCAP and the UN Inter-Agency Task Team on Science, Technology and Innovation.

The assessment of the innovation performance in Belarus shows that there is a broad awareness and recognition of the importance of innovation for future growth and competitiveness of Belarus by the authorities. The recommendations, which concern a large number of innovation related issues, have different scope. For example, in order to improve the functioning of the National Innovation System (NIS), the Review recommends a critical assessment of the innovation policy mix in Belarus to compare its coverage with other countries and identify mismatches. It also suggests the clear allocation of intellectual property rights in the innovation process to facilitate the involvement of domestic and foreign investors, and, more generally, to encourage innovation activity and facilitate industry-science linkages and collaboration in the innovation process.
