Quality and Forms of Employment

We help coordinate the Expert Group on Measuring Quality of Employment, which focuses on developing methodology and identifying good practices for measuring quality of employment from the employed person's perspective, based on the Handbook on Measuring Quality of Employment, A Statistical Framework, which was released in 2015. The handbook provides a theoretical framework and detailed practical guidance for countries that wish to produce statistics on quality of employment.
 
We continue to lead work in this area through the Steering Group on Measuring Quality of Employment, which follows up on the implementation of the framework and ensures that it is kept up to date in light of revisions to ILO standards, additional country experiences and emerging issues.
 
We also support work on Forms of Employment which follows up on the Handbook on Forms of Employment endorsed by the Conference of European Statisticians in June 2022. This handbook provides a conceptual framework to assist countries in classifying and understanding forms of employment, as well as in producing relevant, coherent and internationally comparable statistics on forms of employment. To this end, a subgroup under the Steering Group on Measuring Quality of Employment, will aim to map emerging forms of employment onto the framework, encourage sharing of experiences among countries, explore measurement and conceptual challenges, as well as ensure ongoing cross-fertilization between the framework and quality of employment indicators.
