Thematic Areas - Market Surveillance



Market surveillance is a set of activities carried out and measures taken by designated authorities to ensure that products comply with mandatory requirements and do not endanger any aspect of public interest protection. Despite efforts made by public authorities, sub-standard products represent a permanent threat to public safety, and counterfeit goods increasingly infringe intellectual property rights.

The Working Party 6 and its Advisory Group for Market Surveillance (MARS Group) actively promote an approach of market surveillance based on best practice and international standards. At the Group’s meetings member States discuss best practice for countering sub-standard and counterfeit goods. Recommendation M sets out practical and innovative ways for Governments to fight counterfeiting. WP.6 is currently developing a model based on a “decision tree” for market surveillance action by Governments. The model will be based on evidence collected from a number of countries and will aim at providing a structured and homogeneous approach to market surveillance action.

Another priority is promoting dialogue among regulators on dangerous products. Currently, the European Union’s RAPEX system operates side-by-side with similar regional and national systems in the countries of the CIS. To protect consumers from health risks, it is imperative that these systems increase and optimize information exchange. The Working Party is currently developing a simple, broad system of information on market surveillance authorities as well as a database (prototype for now), in both English and Russian.
