Following the enlargement of the European Union on 1 May 2004 and some modifications of European Community Customs regulations, the IRU, its member associations and the insurers of the TIR system have reviewed the list of sensitive goods for which the IRU and its associations have denounced their guarantee and which, subsequently, are excluded from the TIR procedure on the territory of the European Union .
As a result, the four following goods will be deleted from the list and be covered by the TIR guarantee on the EU territory as of 1 August 2004:
The remaining list of goods for which the TIR guarantee is still excluded on the territory of the 25 Member States of the EU, even after 1 August 2004, looks as follows:
It should also be noted that the tobacco and alcohol products, as referred to in Explanatory Note 0.8.3 to Article 8.3 of the TIR Convention, remain excluded from the TIR guarantee in all Contracting Parties to the TIR Convention.
