The activity was carried out in the framework of the EU funded Programme Greening Economies in the Eastern Neighbourhood (EaP-GREEN).
The training workshop on the practical application of the Draft Law on Environmental Impact Assessment in the Republic of Azerbaijan in the renewable energy sector was organised by the Ministry of Ecology and Natural Resources, the State Agency on Alternative and Renewable Energy Resources and the United Nations Economic Commission for Europe (UNECE) back to back with the round-table to discuss the draft law with national stakeholders. The logistical support for the event is provided by the Regional Environmental Centre (REC) for the Caucasus: Branch Office in Azerbaijan.
The workshop supported implementation of the pilot project on application of strategic environmental assessment (SEA) during preparing of the State Strategy on Alternative and Renewable Energy Resources Use in Azerbaijan for 2015-2020. It was targeted for practitioners who will help in developing the SEA system in the Republic of Azerbaijan, environmental experts, energy planners and representatives of the other relevant stakeholders. Interested and qualified participants were invited to become experts on the national team to carry out the pilot SEA.
The participants of the workshop getted familiar with the key SEA procedural steps and the main SEA benefits. Particular attention was paid to “scoping” or identification of the content of the SEA for the State Strategy on Alternative and Renewable Energy Resources Use in Azerbaijan for 2015-2020 and baseline analysis. To this end the participants of the workshop (i) identified potential environmental and sustainability aspects that could be relevant for the State Strategy on Alternative and Renewable Energy Resources Use; (ii) identified stakeholders to be involved in SEA and design of consultation process; and (iii) made an outline of the SEA report.
