Benefits of the strategic environmental assessment and the role of sectoral authorities in SEA process

The aim of the round-table was to to discuss the necessary measures for the practical application of strategic environmental assessment (SEA) in Ukraine as per the requirements of the Association Agreement between Ukraine and the European Union, 2014-2017 (# 847 of 09.17.2015), on the establishment of a national system of SEA in accordance with the provisions of Directive 2001/42/EC of the European Parliament and of the Council of 27 June 2001 on the assessment of the effects of certain plans and programs on the environment and the SEA Protocol to the Convention on Environmental Impact Assessment in a Transboundary Context (Espoo Convention).

The participants of the high-level round-table were familiarized with the concept of SEA as a tool for improving sectoral planning and promoting sustainable development principles, as well as with the examples of successful SEA cases in various economic sectors. Theyl determined the benefits of SEA and discussed the roles of different sectoral ministries and authorities in the SEA process. Following this, the participants considered the requirements of the draft law of Ukraine “On strategic environmental assessment” and offer the first priority measures to create a national SEA system in Ukraine. The high-level representatives from the European Commission, the Republic of Moldova, and Republic of Georgia shared their experiences in the development of national SEA legislation and the practical application of SEA.

The event hosted the representatives from the Parliament of Ukraine, high-level officials from sectoral authorities that are responsible for economic and industrial development, energy, transport, agriculture, tourism, mining, forestry, and health, as well as the representatives and specialists from civil society organizations, international financial institutions and environmental authorities.

The high-level round-table was organized by the Ministry of Ecology and Natural Resources of Ukraine, together with the United Nations Economic Commission for Europe (UNECE) within the framework of the European Union (EU) funded Programme “Greening Economies in the Eastern Neighbourhood” (EaP GREEN).

The meeting took place at Hotel Rus, 4, Hospitalna Str., Kyiv 01601, Ukraine.
