The training workshop and the public consultations on practical application of the Draft Law of the Republic of Moldova on Strategic Environmental Assessment are organised by the Ministry of Environment of the Republic of Moldova in cooperation with the United Nations Economic Commission for Europe (UNECE) in the framework of the pilot strategic environmental assessment (SEA) of the National Road Map for the Green Economy of the Republic of Moldova.
The workshop builds on the results of the initial training workshop on SEA that was organised to initiate SEA scoping stage and introduce SEA concept and procedural aspects (2 - 3 December 2015, Chisinau). This workshop will focus on the identification of needs and opportunities for enhancing green development of key economic sectors featured in the Road Map.
The SEA team and the developers of the Road Map will share with the participants the preliminary results from the ongoing SEA scoping phase, including identified key environment-related aspects of major economic sectors. Then the participants will be invited to discuss the scoping findings and identify opportunities for application of pro-environment strategies and measures to the planned economic development of Moldova. They will also contribute to a selection of topics to be further elaborated in the process of the Road Map preparation.
During the workshop the participants will also have an opportunity to improve their knowledge and skills on general methodological aspects of the SEA process and preparation of the final SEA report. These general sessions will enable the participants to independently conduct or participate in future SEA processes under the law on SEA.
The SEA process will also ensure a participatory approach to decision-making. Back to back to the workshop a half-day public consultations on the SEA of the National Road Map for the Green Economy will be organised for a broad range of stakeholders and interested public to obtain their views on and support for future development projects under the Road Map.
Development of the Road map is coordinated by the Inter-ministerial Working Group on sustainable development and green economy, established by the Government of Moldova in July 2015, in the framework of the EU funded Programme Greening Economies in the Eastern Neighbourhood (EaP-GREEN). EaP GREEN is implemented by UNEP, UNECE, OECD and UNIDO.
