5th Annual Meeting of International Organizations

The 5th Meeting of International Organisations, co-hosted by the UNECE, ISO and IEC under the aegis of the OECD partnership, took place on 12 April 2018, at the Palais des Nations in Geneva, Switzerland.

Building on the achievements of this initiative so far (see http://www.oecd.org/gov/regulatory-policy/a-partnership-for-effective-international-rule-making.htm), this meeting provided the opportunity to:

  • Exchange on the core focuses of the IO partnership, i.e. the variety of international instruments, their implementation and impacts; the practices to promote evidence-based, inclusive international norms and standards; and the opportunities and challenges of greater coordination across international organisations;
  • Report and discuss the progress made in the working groups and on the case studies underway;
  • Discuss new developments in international standard-setting.

Participation in the meeting included representatives from the IO partnership, selected academics, and country delegates from the OECD Regulatory Policy Committee.

Session 1: Understanding the landscape of international rule-making: the variety of instruments, implementation and coordination

  1. Working Groups 1, 2 and 5 focal points (UNECE, OIE , SIECA) on key issues for discussion among IOs on the range of international norms and standards, their implementation and coordination, and related survey exercise.
  2. Prof. Oliver Westerwinter on "Mapping the Institutional Landscape of Global Governance: Formal Intergovernmental Organizations and Transnational Public-Private Governance Initiatives".
  3. Open discussion on key issues
  4. Dr. Axel Marx on "Landscape of Transnational Regulatory Initiatives".

Session 2: Towards evidence-based, transparent and inclusive international rules

  1. Working Groups 3 and 4 focal points (WHO, OECD) on key issues for discussion among IOs on stakeholder engagement and evaluation of international norms and standards, and related survey exercise.
  2. Dr. Ayelet Berman on "Rethinking Stakeholder Participation in Global Governance: Challenges and Reforms in Financial and Health Institutions".

Session 3: The International Organisations partnership and recent developments in rule-making

  1. International Standards in Support of the Sustainable Development Goals by Mr. José Alcorta, ISO Head of Standards Development
  2. Conformity Assessment in Support of Implementations by Mr. David Hanlon, IEC Secretary of the Conformity Assessment Board
