Selection Criteria

 

Criteria

Explanation

1

Need

High percentage of unemployed youth (16-30) from the total youth population.

2

Government participation

The government is interested in promoting a project and willing to give it every support either in cash or in kind.

3

Local Partner

There is a public or private local organization that can be a partner.

4

Existing Data

There is previous data (national or international official surveyor) on youth or ability to provide data in a short time upon request in order to establish feasibility as a background for intervention.

Local

Address

There is a representative in the TOS or a regional coordinator, or a contact person, accepted by government, representing either public, privet or third, and can serve as a focal local address for the intervention.

Existing Initiative

Existing project proposal or initiative that can serve as a background for developing a proper pilot project based on the best practices & this initiative.

7

Professional

Ability

There is an ability to professionally lead a project. A person or an organization with proven ability.

Equality

Addresses all parts & segments of the population.

International support

International involvement, support, know-how, partnership, by international organization, international business firm and/or developed country.

Success

There are good reasons to believe that the project can succeed, as it will be best to build and expend on success.

Evaluation

There is a government agreement to perform formative evaluation of the project in order to ensure success.

Provide answers to self-employment as well to finding jobs.

Experience

The project is functioning for a number of years at least 3.

It is clear what it tries to achieve.

The project is done in more then one place, better projects that are nation wide or operating in a number of localities.

Existing evaluation

There is a formative evaluation that is objective and can provide data on the projects rate of success.

# Of clients

The project has been able to reach a large portion of the target population.

Partners

The project is a joint effort of public & private sectors

Comprehensive

It is functioning on a number of levels covering a wide range of needs offering modular services.

Government support

Enjoys government support or participation in cash or in kind.

Financing

Has an interesting financial model that can be developed elsewhere.

Youth involvement

Youth are involved in the management and or in the decision making process.

Can be duplicated

Can be adapted to other places with no or little adjustments.

Achievement can be majored & evaluated in real time.

Has good and solid government support either in cash or in kind.

Is giving a good answer to the identified need and the covers a significant size of the target population.

Rationalization

Is or can be regional.

Comprehensiveness

Covers many level of the problem and provide answers to different level of needs and different type of population.

Empowerment

Is done with the youth and not just for the youth.

Participation of private sector

Has been able to recruit the private sector as a source of know-how, support, mentoring and contribution.

Participation of third sector

Is part of a NGO voluntary effort, which indicates a civic responsibility.

Can money be raised for it?

Public recognition

The people and or organization that are submitting the proposal are known and acceptable in their countries.

Has the basis to show success in a reasonable period of time.

 

Professionalism

Well-trained and experienced staff.

Can or will welcome partnering with outside know-how from a more experienced country.
