There is a public or private local organization that can be a partner.

Existing Data
|
There is previous data (national or international official surveyor)
on youth or ability to provide data in a short time upon request in
order to establish feasibility as a background for intervention.

Local
Address
|
There is a representative in the TOS or a regional coordinator, or a
contact person, accepted
by government, representing either public, privet or third, and can
serve as a focal local
address for the intervention.

Existing Initiative
|
Existing project proposal or initiative that can serve as a background
for developing a proper pilot project based on the best practices
& this initiative.

Professional
Ability
|
There is an ability to professionally lead a project. A person or an
