Global Survey on Digital and Sustainable Trade Facilitation — a survey carried out every two years since 2015 jointly by the five United Nations Regional Commissions (UNRECs) — ECA, ECE, ECLAC, ESCAP and ESCWA. The fifth UN Global Survey has been launched by the five UNRECs along with UNCTAD in January 2023. Preliminary results will be published in July 2023, including at UN Global Survey on Digital and Sustainable Trade Facilitation Website.
Information about the 2023 Survey
The 2023 Survey is conducted based on an updated questionnaire, developed by the UN Regional Commissions in cooperation with UNCTAD, ICC, OECD and many other collaborating institutions , which can be found below on this page with language versions.
This year’s Survey covers 60 measures including two new sets of measures on Trade Facilitation for E-Commerce’ and ‘Wildlife Trade Facilitation’, referring to measures related to the facilitation of cross-border e-commerce and the applications of electronic CITES permits and certificates.

The survey results allow the countries to monitor progress in the implementation of measures for sustainable and digital trade facilitation and serve as evidence base for policy-making helping to identify areas where efforts are most needed to address the remaining policy, legal, regulatory and technical obstacles as well as needs for capacity-building and technical assistance. The member States can benefit from other countries’ experiences and learn from good practices.
Through the Survey UNRCs collect and analyse data on the implementation of 60 detailed measures for sustainable and digital trade facilitation, including, but not limited to, those of the World Trade Organization’s Trade Facilitation Agreement (WTO TFA).
The latest 2021 survey covers 144 economies worldwide. The UNECE regional report analyses the progress in implementation of trade facilitation measures in 44 member States.
The survey results are analysed and published in the form of reports — five regional (one per UNRC) and one global, available on the UN Global Survey on Digital and Sustainable Trade Facilitation Portal.
