The Regional Assessment Report on Disaster Risk Reduction 2023 Europe and Central Asia (RAR) was published by the United Nations Office for Disaster Risk Reduction (UNDRR) under the Sendai Framework for Disaster Risk Reduction 2015-2030. It presents analysis of key risk drivers, challenges, opportunities, good practices, and recommendations for disaster risk reduction in Europe and Central Asia. The UNECE Industrial Accidents Convention secretariat, the European Investment Bank (EIB), and the European Commission’s Joint Research Centre (JRC) co-drafted Chapter 3, Challenge 4 to focus on the management of technological disaster risk and natural-hazard triggered technological disaster (Natech) risk.
Chapter 3, Challenge 4 opens with an analysis of recent technological accidents, highlighting their economic, environmental, and humanitarian consequences. It discusses how these risks are exacerbated by global factors, such as population growth, the impacts of climate change, and increases in the extraction and processing of minerals and metals to facilitate the energy transition. By drawing on case studies, the chapter underscores the importance of comprehensive legal and governance frameworks, like the UNECE Industrial Accidents Convention, and of strengthening transboundary cooperation, particularly in Eastern Europe, the Caucasus, and Central Asia (EECCA). It culminates with recommendations aligned with the Sendai Framework Priority Areas, including, among others, to advocate for more integrated approaches to technological hazards in risk assessments and contingency plans, to enhance data sharing and preparation for emerging risks, and to ensure disaster risk reduction efforts are proactive and forward-looking. Overall, the chapter calls for increased attention to technological and Natech risks in risk management frameworks and for strengthening prevention, preparedness, and governance.
