Summary: On 12 March 2012, a member of the public, Ms. Christine Metcalfe on behalf of the Avich and Kilchrenan Community Council, submitted a communication to the Compliance Committee alleging that the European Union and the United Kingdom of Great Britain and Northern Ireland had failed to comply with their obligations under the Convention, in relation to the renewable energy programmes and two related projects — for a wind farm and its access route — in the area of Argyll, Scotland. The communication alleged non-compliance with articles 4, 5, 6, 7, 9 paragraphs 1, 2 and 4 of the Convention.
