EA 1: Improved national capacities to implement the Aarhus Convention

A1.1 Assistance to Belarus in advancing the implementation of the Aarhus Convention

A1.2 Identification of good practices and potential barriers in access to justice in South-Eastern Europe

 

1. A multi-stakeholder national workshop carried out in Minsk on 29-31 January 2014. Through the interactive exercises, the participants explored different measures to enhance the implementation of the Convention and its amendment on GMOs at the national and local levels and discussed the way forward in light of the forthcoming relevant changes of the legislation concerning access to information and public participation. Participants also gained access to the printed publications and materials developed for the workshop that could serve for further capacity-building activities in the country.

 
   

2. Sharing knowledge on the key issues of implementing the access to justice pillar of the Aarhus Convention (standing, remedies and costs) through a regional study  together with country studies.

 
    3. A presentation on the Protocol on PRTRs was made via Skype at a technical meeting with representatives from industry and the local authorities (Grodno, Belarus, 23 June 2015).  
    4. Against the backdrop of public hearings on a new green economy national action plan being held in the capital, a workshop was organized on ensuring effective public participation in environmental decision-making in Belarus (Minsk, 2–3 November 2016). The workshop was co-organized by the secretariat with OSCE, in close cooperation with the Ministry of Natural Resources and Environmental Protection of Belarus and its scientific and research centre.
