Beatrice is a Certified PPP practitioner from IP3 USA, attained additional certificate training from Harvard University Executive program, University of Queensland Australia, Queens University Canada, University of Pretoria, South Africa and infrastructure United Kingdom (UK) at Her Majesty’s Treasury UK. She is ACCA UK qualified, holds MBA Finance and Accounting from MSM Netherlands, and BA (Econ). Beatrice is currently a team leader PPPs at the Ministry of Finance Planning and Economic Development, a founder and Chief Executive of FOUNTAINBOLD Global Solutions
Beatrice was instrumental in the establishment of the Government of Uganda (GoU) PPP Unit and the enabling laws. She was instrumental in sourcing funding and coordinating multidisciplinary technical teams from Development Partners as the British High Commission, DFID, AfDB, USD Treasury USA, HM Treasury, UK, ALSF, EU, IFUSE, UK, PPIAF and the World Bank. Advised Government on the suitable structures and financing for PPP project delivery. Instrumental in provision of technical support to the Ministers during Parliamentary debates facilitating the enactment of the PPP Act 2015. Beatrice spearheaded PPP capacity building for Cabinet, Parliament, Permanent Secretaries and Government Chief Executives.
As the Director for the GoU PPP Unit, Beatrice was the lead technical advisor in the delivery of the country’s PPP Program. She has advised on over 30 projects over the last ten years.
Beatrice has experience in the development and implementation of PPP Policies, Procedures and Training Protocols for the PPP Units in United Kingdom, Australia, South Africa, and South Korea. She has been a key note speaker at, PPP fora as the United Nations Economic Commission for Europe (UNECE), Global Infrastructure Hub (GIH), Africa PPP annual conferences, PPP Days, and Harvard University Kennedy School Executive.
Beatrice served as the first female director on the Board of Directors of Centenary Bank, the largest local Bank in Uganda and also worked with the World Bank, USAID, and University part time lecturer. She also worked the Uganda Electoral Commission and took part in the drafting of the GoU 1995 constitution. Beatrice is a member of the American Association of University Women (AAUW) and is passionate about empowerment of women and the girl child. She has been instrumental in educating and empowering a couple of disadvantaged girls and women in her community.
