A motivated and experienced leader with a track record of successfully delivering million dollar projects in public and private sectors at the top level of decision making. Experience advising to Corporate CEOs and Government Ministers, direct engagement with Executive Officials of International Organisations (United Nations, EBRD).

Proven ability to drive efficiencies within multifunctional teams in business, academia and government with a passion for changing visions into reality. Experience managing and successfully delivering large transformation projects instigating nation-level impact.

Outstanding organisational and communication skills, confirmed by a plethora of acknowledgements, certificates and degrees from recognised business and public establishments. A competent supporter of Sustainable Development Goals 2030 agenda.

She has over 15 years’ experience in international development, policymaking and sustainable infrastructure, with a particular focus on Public-Private Partnerships. She was instrumental for the development of PPP policy and legislative framework in Belarus and the launch of the first national PPP project on the reconstruction of M-10 road, supported by EBRD. Alena is in charge of the development of collaboration in the area of public infrastructure development and PPP between Belarus government authorities and multilateral development community, including such organisations as EBRD, EIB, World Bank, AIIB and other.

Previously Alena has worked as a policy adviser and program manager in the United Nations system for over eight years and 3 years for EBRD.

Alena holds a Doctoral degree in Economics and also has been lecturing Economy and working as a Dean at the Academy of Public Administration of Belarus. She holds an executive MBA from London Business School.
