Mr. Gubnitsyn received his Ph.D. in Political Sociology at St. Petersburg State University, graduated with distinction from the master’s program in Public Administration at Moscow State University and completed his postdoctoral studies at Laval University (Canada). He is the Chair of the Sharing Economy Cluster at the Russian Association of Electronic Communications (RAEC), which includes leading multinational and Russian online platforms within the sharing economy. He advises companies on issues regarding designing and delivering sustainable development strategies in Russia and the Eurasian Economic Union. Mr. Gubnitsyn assists in structuring projects in environmental responsibility, energy efficiency and development of the digital economy in line with government policy priorities and stakeholder requirements and works with leading corporations in the consumer sector, e-commerce, and extractive industries. Mr. Gubnitsyn has over 15 years’ experience of working with government bodies and the expert community and with managing sustainable development projects. Prior to setting up TIARCENTER, he was Vice President of an international consultancy firm, and before that Vice-Rector of one of the largest federal universities, and aide to a senator in the upper house of the Russian Federal Assembly.
