CEI Heads of Government recognize UNECE-CEI
cooperation
as important mechanism to promote private sector investment

Private sector development and investment promotion have
become core fields of development assistance as private financial flows
nowadays outstrip public sector aid programmes. The United Nations Economic
Commission for Europe (UNECE), in cooperation with the CEI (Central European
Initiative), has become an important player in this area.
During the 4th CEI Summit 2001 (Trieste, 21-24
November 2001), Paolo Garonna, Acting Executive Secretary of UNECE, held
a meeting with the heads of government of the CEI member countries1 in which he presented some of the results of the successful cooperation of
UNECE and CEI, in particular in the field of investment promotion. The CEI
heads of government recognized the close cooperation between UNECE and CEI and
their important and increasing role in facilitating private sector development
and investment.
The Summit Economic Forum (SEF), which forms an integral
part of the CEI political summit, recorded a considerable increase in
participation: 1,700 visitors of both public and private sector were
registered, which accounts for an increase of 70% compared to last year’s
event. UNECE contributed to the event with several forum sessions on business
facilitation in various sectors, public policy measures to foster their
incubation and development, as well as financing tools for SME support.
Moreover, UNECE organized the presentation of concrete
investment proposals through posters and slide shows in a separate Project
Room. UNECE and CEI have jointly developed a mechanism of matching
business partners across countries and within countries, the so-called POM, Project
Opportunity Methodology. Based on this methodology, investment proposals
have been submitted to UNECE and CEI and resulted into the establishment of a
project proposals database.
A publication called "INVESTIGUIDE", compiled by
UNECE for the SEF 2001, exhibits 121 project proposals together with a handy
analytical key to find adequate projects through the classification of the
proposals by country of investment, sector, characteristic activity and
project costs. For the future it is intended to make the project proposals
directly accessible via the CEI web site. In the course of the SEF 2001,
over 50 new project proposals have been submitted for entry in the
project proposal database.
