R*"R*" 3 VR>3  /'+# _&        UKUK.,   Justification    UK.,UK.,    '     ' Asthesituationistoday,thecompleteandfinaltextofamendmentstoADRispublishedonlyafewmonthsbeforeitcomesintoforce.Vehiclemanufacturershavedeclaredthatthisisaproblembecauseoftheshortperiodtoincorporatenewtechnicalrequirementsintheproductionprocess.Itshouldberealisedthatvehiclemanufacturingoftodayisacomplicatedhightechnologyprocess.Furthermore,inthepresentversionofADRtherearereferencestootherregulationsanddirectivesconcerningtechnicalrequirementsrelatedtovehicles.DuringthefewlastsessionsithasbeenpointedoutthatthereareproblemswhenthedatesofimplementationforregulationsanddirectivesdonotcorrespondtotheimplementationdateofADR.Consideringtheaspectsmentionedabove,webelievethatthetransitionalperiodmustbeatleast12monthsfromthedatewhenthenewregulationswillcomeintoforce.Ithasalsobeenpointedoutatthejointmeetingsthatalltransitionalmeasuresshouldbecoveredinonespecificchapter(1.6).Inthecurrentversionofchapter1.6therearenotransitionalprovisionsrelatingtovehicles.Theproposedtextcouldbeincorporatedinthegeneralsectionofchapter1.6,butinouropinionitwouldbebetterandconsistentwiththerestofthechaptertoinsertanewspecificsectionforvehicles.Therebyitwillbepossibletoaddanyfurthertransitionalprovisionsspecifictovehiclesinthisseparatesection.
