UNECE activities in the area of industrial restructuring are conducted by the Team of Specialists on Industrial Restructuring (TOSIR). This Team of Specialists was set up by the Working Party on Industry and Enterprise Development at its third session in February 2002 to assist Governments of the ECE region to manage the industrial restructuring in their countries. The major directions of work of TOSIR are outlined by its terms of reference.  

The first inaugural meeting of the Team of Specialists on Industrial Restructuring took place on 26 April in Geneva. During that meeting, the Team discussed and adopted its programme of work and agreed on the priorities of its implementation. Ms. Elizabeth Marshall (United Kingdom) was elected Chairperson of TOSIR. 

The first meeting of TOSIR agreed to organize a Workshop on “Policy and regulatory options for promoting industrial restructuring” on 28 October 2002 in Geneva. This forum will discuss the policy and regulatory framework for industrial restructuring in developed market and transition economies.
