Summary: On 1 December 2011, the non-governmental organization Vier Pfoten-Stiftung für Tiershcutz gemeinnützige Privatstiftung, submitted a communication to the Compliance Committee alleging that the Party concerned failed to provide access to justice for members of the public in administrative penal and judicial criminal proceedings in respect of contraventions of national law relating to the environment. It was alleged that the Party concerned was not in compliance with article 9 (3) and (4) of the Convention.
